Introduction

To make characters fall in love, the couple must obtain 500 love points. These are obtained by one of four ways:

Doing nothing- some couples come with a set number of love points.
Being out in the same map- different couples gain differing amounts of love points each turn.
Having characters wait adjacent to one another- this increases love points by exactly 5 points each turn.
Making certain characters talk- these may give a large fixed boost to love points (see Events section).

Augury

If you make a character visit the Augury in allied castles, you can ask who the character has feelings most for. The descriptions give a vague clue to how many love points the most prominent pair has:

0 - 199: No feelings for anybody.
200 - 299: Feelings for...
300 - 399: Likes...
400 - 499: Loves...
500: Is married to...

Notes:

Love growths (either from being in the same map or having characters adjacent) stop increasing after the 50th turn.
Love growths, from characters being adjacent, can build up even if characters are of different affiliation.
Being in the main castle doesn't count as being adjacent.
There seems to exists a jealousy system, which affects love growths (see the Jealousy section).
