I had some problems on FoW maps where the FoW would be present, as in I couldn't see enemy units standing in it, but it wouldn't actually be displayed on the map, so it looked like an empty map where enemy units came out of nowhere. FoW worked fine for me, don't know if there a specific setting that must be enabled or disabled. The only "issue" was that in some specific battle animations the FPS would go down a lot, but that's more likely caused by my PC not being good enough.
