Undrafted units may not: Open doors, chests, etc, capture units, engage in combat, use staves, rescue drafted units, get captured, visit villages.
Undrafted units man: Rescue NPC's, escape maps, shop, visit storage houses, recruit characters, rescue undrafted units.
Units free for everyone: Leaf, Evayl. On chapter 4-6, Lara is free to use without penalty. Dagda and Tania are free on 8x.

Spoiler - Penalties
Undrafted characters take the penalty next to their name. They have this penalty unless they show up again later on the list. Chapters that are not listed and characters that are not listed do not not have penalties, they simply should not be taken into battle that chapter, though you can still take a penalty for them should you wish. Some chapters, such as 2x, do not have penalties listed. Characters simply take the penalties they had earlier.
