. . .but maybe make some joke about Ward's name being his ability to not hit people or something?

I'd say he's ultimately better than Roy. Both have weak stats, good supports, but he can promote much earlier than Roy even if he needs to wait to ch. 16, and he has axes which are the weapon of choice once wyverns and paladins become routine. I gave Roy a 4.5, so...
5.0
EDIT: And I just realized I typed this post up without using Lot's name once. I think that more than anything else I've said is indicative of how I've always felt about him and his abject mediocrity.

Pros:
Has decent defense for his class.
Ok base speed. (hes doubling some junk)
Cons:
Hmmm.
uhh...
Has shit for res.
Not seeing that much use outside the first couple of chapters.
I really havent tried like, using this guy. (Still kinda trying to get through the game.) He does have a decent speed base which allows him to double some things. Very slightly higher defense than his buddy over there. Its just, after like, chapter 3, this guy really isnt necessary. Hes just kinda there. He is better than Ward but yeah.
5/10. I bet he could be pretty ok with some love though....

Chad: "Is it the Chad?"
Dorothy: "More terrifying than a T-Rex"
Lot and Ward are axe-users. They hit for a lot of damage if they hit, which is not often. Lot is the green axefighter, which makes him slightly more usable than Ward. They are useful against dragon and armour knights early on, but apart from that, they're not worth it in the long term, since they compete with so many people for a promotion item. It doesn't help that they're each other's only quick support.
4/10 Lot, 3/10 Ward
Dammit change already.

6/10 With a bias point because he while he starts out decent he really never becomes more then decent.

Solidly average performance for a foot unit. Doesn't really excel in any area, which means without a niche, he's really just filler. Has forced early-game chapters where he's rather decent compared to some other offerings.

Like everyone has said, he's good in the forced chapters since you're (usually) better off using him than not, and he and Ward can one-shot some cavaliers and armors early on which is undeniably useful. After some time though, his usefulness doesn't just plateau... it goes down. Poor Ward and Lot. They give fighters bad names, especially after everything FE5 did to make them awesome.

This. He's fairly tanky, but he ain't doubling much besides loldiers and knights. Early on he's decent help since he has okay hit with axes and he could axe stuff, and in C4 he has a decentish shot at oneshotting lance cavs (GL with sword cavs though) with Halberd. I don't find him particularly useful beyond earlygame, however. He stops doubling fast and his hitrates in the isles are pretty terrible (was seeing a slightly blessed Lot doing 50s to axe users). Overall very mediocre and I would not use him in the long term.
5+.5 bias for being smart/10 = 5.5/10.
