They can't summon phantom units onto fog tiles and they can't summon at all when they are in fog of war(before they end their turn and becomes clear around them.)

Yeah, I figured as much. That prevents you from summoning a Phantom on top of an enemy.

Yup, found it a while ago.

I've always wondered, does the phantom disappear if the summoner dies?

Phantoms can find desert items.

Even upon dying.

I lost the Warp staff that way once >:(
