I think it telling that:
1) you absolutely have to use this to bring the last several bosses down to earth, even if that's all it's used for
2) they slip Ike one seemingly arbitrarily
3) said bosses would be doubly anticlimactic if they weren't doing the same to you
4) it's not in FE13 (is it? wait, don't answer that)

I'm not seeing Sure Strike as useful when its activation rate is level dependent and snipers have good accuracy pretty much 10 times out of 10.

Yeah, I guess I've just had better luck with it when it sometimes activated on my SteelBow/Longbow!Innes against speedy opponents like Swordmasters. Sure, that's very situational, but it's something. By the time Creature Campaign comes, Sure Strike's mostly useless.

Sure Strike/FE9!Deadeye would have been great if they could have been combo'd with Gamble.

Not so far. They brought back Paragon in DLC, and they should have at least another two skills available in the remaining maps, so it's possible we'll see something with that effect.

I should note that I would not consider the above to be any sort of spoiler.

Why would you ever throw capacity away for this?

I used Roar once to help me get the Rexaura. I roared a paladin who took the Rexaura bishop's elixir so he wouldn't get away and the silenced bishop could take it back and heal himself, thus unequip his Rexaura. Very situational, but it helped me the only time I used it. Not worth a scroll for.
