Also, do the DLC and streetpass characters have good growth rates? And can they reclass with a Change Seal? I'm wondering if I could have a good team made entirely of old FE characters.

I have a question about the spotpass/streetpass characters; how does the system work? Do I just have my 3DS connected to the internet, and the characters will magically show up? Or is there a specific method needed?

To the first, I believe you access the Other World Gate from the World Map to get to DLC while SpotPass Characters will appear on the World Map for you to engage. Someone with the game will clarify.
As for the second, they can Reclass with a Change Seal into almost every other class.

Streetpass characters automatically appear in your world map. Spotpass ones need to be called by the player through a menu, out of the available choices, then they'll randomly pop up in the map..

Their caps seem to use the same system for a My Unit's caps, so I'd assume the same goes to their growth rates. For example, Merric from FE1/3 has the same caps as a My Unit with "Best Magic/Worst Defense", while Linde from the same game has best speed/worst HP, so I'd assume the same is valid to their growth rates. Just look at the corresponding My Unit's tables, and keep in mind their class growths too.
And can they reclass with a Change Seal? I'm wondering if I could have a good team made entirely of old FE characters.
Yes, they basically work like My Units in that sense too - they can reclass into any standard class of the appropriate gender, including strategist - while most standard units can only reclass into a limited number of them. They're only restricted from special classes like Lord, Dancer and Manakete, aside from a few rare exceptions - like all Marth variations starting as Starlords. So, you can make them go through any combo of classes available to their gender to take any skills available. They do have a downside compared to standard units though - you can't build support levels with them.
You can potentially make a good team just with old characters, but Krom has to be deployed in (almost?) every mission, even most DLC ones, so you'll mostly use a "pure" past team just for skirmishes and a few rare chapters.

What triggers the appearance of spotpass characters? Do they randomly appear, or do I have to go to a variety of wi-fi servers?
Also, is there a difference between spotpass and streetpass?

As for growth rates, they actually don't fit so cleanly into the MU pattern. The proof of this is DLC Marth: with Good Growths, his Luck growth rate is over 100%, while an MU with Good Growths would have at maximum a Luck growth of 85%. So it's really not clear what their actual growths are.

You need to be connected to the internet to receive them in the first place, but besides that, you choose the character that's supposed to appear on the world map. Their starting position is random, IIRC, but otheriwise everything happens under the player's control
Also, is there a difference between spotpass and streetpass?
Spotpass are the free units from past games that you get from the internet connection. Streetpass are teams from other players that appear randomly on your map. They work similarly to spotpass units, but are based on custom teams used by other players, rather than pre-made characters based on previous games of the series and you can't summon them at will.
