Things to Note

The Staff Store can only be built in the Conquest and Revelation campaigns.

For those stuck in Hoshido, you can visit a player of the other campaigns via StreetPass or SpotPass and use their Staff Store that way.

However, keep in mind that when using another player’s store, items with limited stock can not be purchased (eg. Fortify).
