I would say it would depend mostly on your character's stats. If your character has difficulty surviving, buy armor. If your character has a hard time dealing damage and can survive for a period of time, buy weapons. If your character can't deal damage nor survive for a period of time, you're screwed. What rpg are you playing?

I am currently making a Quad-suna build using Life and Death 3, Desperation 3, and Brave Bow+. Since Setsuna will be attacking 4 times everytime, she will always proc Luna on her fourth attack. However, Moonbow has a lower cooldown and it is possible for Quadsuna to proc it twice-Procing it on her first and fourth attack.
