In FE9, you can burn RNs by viewing somebody's stats. In FE10, savestates almost always crash for me so I don't know if you can abuse them or not. I believe you can still RNG abuse on HM by making a backup of the save file.

I don't bother recruiting Rickard in chapter 5. I don't think it's possible without putting Julian in range of the snipers, so you need to burn a use of Rescue on him. Just recruit him in chapter 6, where it's much easier. Unless you really want that Master Seal in the secret shop.

The bond drop actually only works one way. It maxes out the supports the unit receives, but not the supports the unit gives out. So if you use the bond drop on My Unit, she won't boost the rest of your team with an A-support like you think it would. (You can try it yourself if you don't believe me.) My Unit is still a good candidate for the bond drop though, because you're using Luke and Ryan, so your My Unit can receive up to 3 A-supports, from Luke, Ryan, and Marth.

You should have those kinds of levels by chapter 2 or 3. :/ Depending on what the rest of your team looks like, it's probably the easiest to just drop them without replacing them. Frey and Cain are better than your current Luke and Draug, but not by much and it will still be very difficult to raise them.

Mages get auto D-rank on promotion. You only need C-rank to use siege tomes anyways.

Eliwood x Hector C doesn't give any attack bonus though.
