Considering it is first encountered in a Gym that specialises in single-type Normal Pokemon, it's obvious that it's weak to Fighting-type moves.

Doesn't favour Awakening.

Okay, but you have next to no Fighting-type options (by which I mean moves and Pokémon both) at that point.

It might as well be when the only options are lackluster, as far as I'm concerned.
