To start with he was not elected, he became a president after an impechment. His predecessor approval was also quite low (also single digits), and faith in the political systems is at an all time low here and has been crumbling since 2013. The country was in its worst recession ever (even if the economy is starting to recover), unemployment is high, the government is sort of cutting expenses and doing unpopular (but to most economists needed) reforms, and most important than all, Temer is a corrupt piece of shit who was caught in some VERY compromising recordings and denounced by public prosecutors (and saved by congress) twice.
