If you do have 15 it should work. I can't remember how the extra quests worked besides having less characters, does it ask you if you want to embark on side quest? The characters that I'm using is, Marth, Ceada, Cain, Abel, Ogma, Wolf, Rickard, Julian, Lena, Frey, Jagen, Nabral, Merric, Barst, Hardin. It has to be because its an emulator, no other reason I can see. I never had issues getting her in the past. Like the only fighter I use in all of Fire Emblem really. Did you not want Samson or Arran and did you just ignore Xane on that level? Game might be confused then, because your recruited Rickart. Try not to recruit him and see what happens. This is normal mode anyway, just Warp Shiida and Marth to the boss. Just to check it out.
