If you do not have any ranged cavalry, the next best thing is to run ranged infantry, with an offensive mage (usually Blade mage), Brave Bow archer, and a Dancer/Singer that is a color that is weak to your mage. Funny thing: I was just training up Valter last night while looking through my list of Grand Hero Battle characters that I haven't yet gotten to level 40. His JP voice is really good. It reminds me of Miki Shin'ichirou's voice work for Kaiki Deishuu in the Bakemonogatari series (which kind of makes sense since Ookawa Tooru did the original Roy Mustang and Miki Shin'ichirou did Brotherhood's Roy Mustang). I'd work on a Catria if it weren't for the fact that her stats are so mid-line that I have no idea what build she'd actually be good with that someone else doesn't already do better.
