Also, if you're going to bring up Awakening's continuity errors, you may want to start with something that isn't explained. The Shield of Seals, much like the Falchion, is still made by mortals despite the divine materials used to forge it and thus has to be reforged, like how the everything about Falchion aside from the actual blade must be reforged.

@ClassyWolf, you'd have to remind me where it's said that Marth saved any Manaketes aside from Tiki. Nowi and Nah are presumably Divine Dragons as well, given that they use the same type of Dragonstone and assume the same dragon form as Tiki. The Dragonstone thing I'll give you, because how Dragonstones work is pretty inconsistent.

There’s no indication that the third death is final for dragons, intact Gotoh words imply they’ll just keep coming back, hence sealing the degenerated dragons.

In Archanea it was established that Naga made the Fire Emblem and Falchion, which were both unbreakable. The Fire Emblem keeps the dragon’s sealed in the table, while also ensuring Tiki doesn’t degenerate. In Awakening, the emblem is split apart by Naga with Tiki helping keep it apart despite that she should want it to be whole at all costs. 

Xane for one, whose given no mention  in Awakening.

It leaves quite a bit for interpritation, but I took it as the dragons stoped degenerating. So while how there aren't that many dragons it would seem that they went with that it only works as a seal, however, Awakeing itself disproves this, since dragons before Marths intervention where infertile, Nowi and Tiki in Awakeing both confirm that whatever it was that affected the dragons during Marths era, has indeed been lifted when he returned the shield of seals.
