Is the sage's hamlet a point of no return?

No, you can go back through the forest and return to the rest of Celica's half of Valentia. Her point of no return is the top floor of Duma Tower.

Alm's point of no return is after beating Alm's Act 4 final boss. You'll be warned about it and given the option to back out in case you're not ready. But once you're in Act 5- you cannot return to the world map until you've beaten the final boss.

You have three save slots, if you don't mind, use the other ones as backups in case you absolutely have to grind/do stuff outside the Act 5 dungeon due to difficulty. Returning to the dungeon's entrance will let you swap around your 10 playables you use inside it (including the second team once you reunite with it), and a Sacred Spring inside the dungeon can cure all fatigue and has infinite uses.

And since you can't get back to the world map once you reach Part 5, you also can't restore the uses of the turnwheel. At least not without using alcohol as an offering. So it might be a good idea for Alm to keep a bottle or two in stock.
