Fire Emblem has had plenty of evil emperors across the entire series, and plenty of main villains that were dragons. But, there have only been two evil emperors that were dragons: Medeus, and Loptyr. Of these two, who would you say was the greater dragon emperor, and why? Who had the greater empire? Who was better at ruling said empire? etc.

Loptyr is the better dragon emperor because a demon dragons possessing various human hosts to rule his empire forever is more interesting then an extremely boring dragon who refuses to get off his throne and never says or does anything. 

Granvelle is the better empire by far. It has villains of all flavors and the various different houses with their traits and history help flesh out the empire more. Dolhr on the other hand is....yeah we're never really told or shown anything. What's Dolhr supposed to be aside from just the standard evil country. No information about the kingdom is given and you only visit for a single stage. All the bosses aside from some generic Manakete's are from the other villain countries which doesn't really help flesh out the place either. The whole country doesn't even make sense considering this ''dragon country'' only has about three dragons living in it when you get there. 

Medeus may be the better ruler since angry about the mistreatment of dragons is his prime motivation. But that's just conjecture since we're never told anything about Dolhr and Medeus himself never gives indication about caring for his fellow dragon's either. We just got to take Xane's word for it.
