Pelleas would agree since well, he's easily threatened and manipulated. If the truth came out Daein would fall into chaos. And thus, Micaiah would still have to fight. 

That's actually a really good idea though it should be stressed that he'd be doing it to avoid chaos in Daien rather than to save his own hide since he's a flawed but morally good person.

In fact all the "Begnion" characters have a lot of reason NOT to return to Begnion.

Makalov - His last career in Begnion was being coerced into joining forces with a bunch of poachers. He's a lout with a huge number of debts all over the place. To many parties, he's a dead man if he ever shows his face again. Marcia is the only one who allows him to stay in anyone's good graces, which brings up #2...

Marcia - Disgraced pegasus knight who is hounded by debtors coming to collect from Makalov. She was forced to quit the Begnion Royal Guard out of shame in PoR, which is why she was in Crimea and joined forces with Ike. She remains in Crimea where people are less likely to come after her and her brother, and Elincia is understanding enough to give Makalov steady employment so Marcia can have peace of mind.

Danved - He is not Devdan. Also, even if he was, Devdan was forced to work for Oliver due to trespassing charges and was not actually a soldier for Begnion. He could have potentially joined up with Sanaki and has the least reason to be in Crimea, but we don't know where Devdan is. There is only Danved.

Astrid - Engaged to Lekain but wants nothing to do with him. Her family is extremely traditional and opposes her becoming a knight. Idolizes Makalov because he lives life on his own terms and ignores social graces, giving Astrid the courage to do the same even though technically Makalov is a terrible role model. Being in Crimea is her form of rebellion.

Tanith and Sigrun returned to Begnion as they would never leave Sanaki's side. The other characters who would have returned to Begnion are Tormod and Muarim, to keep emancipating laguz from slavery. Sadly after Tormod delivers news of the going-ons in Begnion to Sothe in Daein, he's basically never seen again until part 4 for no apparent reason but is in Begnion *somewhere*. In general it would be a bad idea to make an extremely large Begnion faction of characters who you'd only see again in Begnion, as you actually enter Begnion late in the game. Availability is already a major issue in the game and Sigrun and Tanith join pretty late. It's a shame Tormod, Vika and Muarim don't even join alongside them as they were also working as agents for Sanaki.
