The incanon explanation for that if he does say it I'd venture is that Vegeta's just wrong. He did lose his entire race when he was like seven, so there's going to be some gaps in his knowledge of what he can and can't do (people also say Sayians can't survive in space yet we see them do exactly that multiple times). Strange that Toriyama would put that line in though as he'd already decided to permanently de-tail Goku at that point. Wait, when does this happen again? Would being anime filler make it not count? Don't know if you know already, but stuff like Bardock trying to kill Freezer, and the battle between Goku and Bills don't count since those happened still within a planet's atmosphere. The thermosphere, or even the exosphere, to be exact. Sure, there's a lot less oxygen to breath in those layers... but it's still technically not outer space. --- In a different topic... well, the movie's already out here, but wasn't able to go. Well Goku also travels to the moon in Dragonball to dispose of Monster Carrot... that's definitely outside of the Earth's Atmosphere...and there's really nothing to suggest that's not cannon, aside from it being utterly ridiculous (in a series that never truly stopped being ridiculous). To be honest, I'm not fully sure what to say on this. On one hand, Toriyama focused Dragon Ball as more gag based than the more serious tone the Dragon Ball Z parts set-up. So Goku and Monster Carrot being just fine on the Moon could be part of that. On the other hand, it is canon (or as some would say, it happened in the manga). If we want to get technical, our Moon has an atmosphere... sort of; so it could go from their Moon also having one or whatever. And it's not like Goku speant enough time in the space between the Earth and Moon for the lack of oxygen to really be a concern. Then again, you have Freezer gloating that he can survive in outer space and Goku can't, hence why he's not bothered to set Namekuseijin to blow up in the first place.
