Mercenaries can be hired each chapter for gold, and will remain available for all missions in the chapter. The price increases as their level increases, but they can be hired for half price after completing the chapter's compulsory mission. After the end of Chapter 13, mercenaries can no longer be hired; they will only remain available if they were permanently recruited.

Guest characters are only available for the chapter where they initially appear unless their recruitment criteria are met. Izerna and Enid are treated as guest characters in their respective first appearances, but are automatically recruited afterwards.

Dean Chapter 1 - "Reason to Fight" Mercenary: Automatically from Turn 2, then appears in the Mercenary Guild
- Permanently: After he has killed 60 or more enemies; only if Izerna is alive
Izerna Chapter 1 - "Reason to Fight" Automatically from Turn 2
- Constraints: Unavailable for "Inhuman Siblings" and "Heretic God"; appears as an NPC in "Heretic God"
Ouro Chapter 1 - City Mercenary: Appears in the Pub after completing the compulsory mission "Reason to Fight"
Chapter 9 - City Permanently (Method 1): Defeat Chaos in "The Three Priests" and view the event with Leticia, then raise his Happiness to 5 or higher and have him enter the church in "Rescue the Prince"; he will leave, then rejoin permanently after completing "Bridge Destruction"
- Permanently (Method 2): Chapter 7 or later, when his Happiness is 12 or higher
Axel Chapter 1 - City Mercenary: Appears in the Monastery after completing the compulsory mission "Reason to Fight".
Chapter 9 - "Bridge Destruction" Permanently: Raise his Happiness to 5 or higher, then have him visit the house on the left side of the map
Sylvia Chapter 1 - City Mercenary: Complete the optional mission "Inhuman Siblings"; afterward, appears in the Mercenary Guild
- Permanently: After completing "Fortress Defense", raise her Level to 10 or higher and her Happiness to 12 or higher to gain access to her personal mission "Hero of the Seas"; complete it, and she will join
- Constraints: Unavailable for "Fortress Defense"; appears as an NPC
Ruby Chapter 1 - "Young Knights" Mercenary: Automatically from the start, then appears in the Mercenary Guild
- Permanently: Raise her Level to 10 or higher and her Happiness to 11 or higher, and keep Clifford alive, to gain access to her personal mission "Knight's Pride"; complete it, and she will join
Arthur Chapter 1 - "Young Knights" Mercenary: Automatically from the start, then appears in the Mercenary Guild
- Permanently: Joins in Chapter 8, if his Happiness is 1 or higher, or any time earlier if his Happiness is 10 or higher
Czene Chapter 2 - "Bandit Suppression" Guest: Automatically from the start
- Permanently: Talk to her with Reese in "Bandit Suppression", then complete the optional mission "Horse Thieves"
Kramer Chapter 2 - "Bandit Suppression" Mercenary: Automatically from the start, then appears in the Mercenary Guild
- Permanently: Raise his Level to 10 or higher and his Happiness to 9 or higher to gain access to his personal mission "Stolen Sword"; complete it, then give him the Balmung, and he will join
Faye Chapter 2 - "Bandit Suppression" Mercenary: Automatically from the start, then appears in the Mercenary Guild
- Permanently: Raise her Level to 10 or higher and her Happiness to 12 or higher (after completing "The Paladin Alvina", the Happiness requirement is removed) and keep Faramir alive to unlock her personal mission "Raze Altar"; complete it, and she will leave, then reappear and join permanently at the start of the next chapter
Derrick Chapter 2 - City Mercenary: Allow him to escape in the optional mission "Practice Training"; afterward, appears in the Mercenary Guild only for side missions
- Permanently: After Enid has class changed and his Happiness is 3 or higher
Clifford Chapter 3 - City Mercenary: Appears in the Pub
- Permanently: After Ruby class changes
Faramir Chapter 3 - City Mercenary: Appears in the Mercenary Guild after completing the compulsory mission "The Three Priests", only while Faye is being hired
- Permanently: After Faye has joined and his Happiness is 3 or higher
Estobar Chapter 3 - "The Three Priests" Mercenary: Enemy, appears on Turn 20; talk to him with Chris; afterward, appears in the Mercenary Guild
- Permanently: Have him participate in "Frontline Town", then have him fight Sophie in "Bridge Destruction"; afterward, he will join when his Happiness is 5 or higher
Aegina Chapter 3 - "Princess and Mercenary" Automatically from the start
Sherpa Chapter 3 - "Princess and Mercenary" Mercenary: Automatically from the start, then appears in the Mercenary Guild
Chapter 8 - "Trojan Corps" Permanently: Have him talk with Kay; afterward, he will join when his Happiness is 1 or higher
Saphira Chapter 4 - City Mercenary: Appears in the Monastery
Chapter 12 - "Heretic God" Permanently: After completing mission, if her Happiness is 1 or higher
- Constraints: Unavailable for "Heretic God"; appears as an NPC
Olwen Chapter 4 - City Mercenary: Appears in the Veria Shrine if Grim visited the church in "The Three Priests"
Chapter 12 - "Heretic God" Permanently: After completing mission, if his Happiness is 5 or higher
- Constraints: Before being permanently recruited, at the end of Turn 20 on any map, he turns into a Raze Priest and becomes an enemy for the duration of the map; in "Heretic God", if his Happiness is 5 or higher, this instead occurs at the end of Turn 12
Daoud Chapter 4 - "Withdrawal Protection" Guest: Automatically from the start
Permanently: After completing mission, if all allied soldiers survived and escaped
Larentia Chapter 4 - "Withdrawal Protection" Mercenary: Enemy, appears on Turn 13; talk to her with Reese, or allow her to talk with him; afterward, appears in the Prison
- Permanently: After Reese class changes
Sedy Chapter 4 - "Hero of the Streets" Mercenary: Automatically from the start, then appears in the Streets
- Permanently: After he has been hired for a total of 5000 gold or more
Marcel Chapter 5 - "Fortress Defense" Guest: NPC, talk to him with Reese
Permanently: After completing mission, if all civilians survived
Enid Chapter 6 - "Frontline Town" Automatically from the start
Percival Chapter 6 - "Frontline Town" Mercenary: NPC, appears on Turn 6; talk to him with Enid; afterward, appears in the Mercenary Guild
Chapter 12 - "Heretic God" Permanently: Have him fight the enemy that has captured Izerna; if his Happiness is 2 or higher, he will leave, then join at the end of the mission
Burroughs Chapter 9 - "Bridge Destruction" From the start, if he and all other allied Ballisticians survived in Chapter 8
Alvina Chapter 10 - "The Paladin Alvina" Automatically after completing mission
Paramythis Chapter 12 - "Heretic God" Guest: Automatically from the start
Permanently: After completing mission, if Saphira joined
